Updates to the PY21 and PY22 PEC Survey Benchmark Methodology

The Patient Experience of Care (PEC) Survey benchmark methodology has been updated for PY21 for Cohort 1 practices and PY22 for Cohort 1 and Cohort 2 practices, to account for changes in care delivery and care utilization during the COVID-19 Public Health Emergency. 

Previously, the PEC Survey benchmark was a historical benchmark, derived from 3 years of CPC+ practice performance. The updates to the PEC Survey benchmark and methodology are favorable to PCF practices compared to the continued use of historical CPC+ practice performance as the benchmark.

The PEC Survey benchmark will now be calculated concurrently with annual PCF practice performance and based on PCF practice performance.

PCF practices were alerted to this change in the May 19th First Edition newsletter. The PY21 and PY22 benchmark and methodology updates will be included in the updated PY21 and PY22 Payment Attribution and Methodology Papers which will be released in the coming weeks.

Practices will receive personalized PEC Survey score reports with their PY21 PEC Survey results in late summer. To correspond with the release of the PEC Survey supplemental reports, CMS will be distributing a webinar discussing How to Understand and Use Your Patient Experience of Care Survey Results. This learning tool will walk through how practices access and understand their results report, and how to use these results, down to the individual question level.
